Enugu Seeks German Investment in Agriculture, Energy and Technology

Enugu State is pursuing German investment in agriculture, energy, technology and other sectors through a proposed Enugu-Germany Investment Corridor. The initiative aims to connect the state with German companies, development agencies and technical institutions.

The proposal emerged during a visit by Humphrey Onyima, Special Adviser to Governor Peter Mbah on Investment Strategy and Public Relations, to the German Embassy in Abuja. The delegation presented investment opportunities and explored ways to strengthen economic cooperation between Enugu and Germany.

A statement from Onyima’s office, dated October 7, 2026, said the proposed corridor would provide a structured platform for discussing commercially viable projects. The initiative covers agro-processing, industrial power, information and communications technology, solid minerals, technical education, waste management and trade promotion.

The delegation also explored possible cooperation in police training, subject to an appropriate legal and institutional framework for state policing in Nigeria. The proposed partnership forms part of Enugu’s broader effort to attract investment and support economic development.

During the meeting, Onyima presented an Enugu State Investment Readiness Dossier to Johannes Lehne, Deputy Head of Mission at the German Embassy. The document outlined preliminary project structures, potential public- and private-sector partners, proposed government contributions and commercial assumptions.

It also addressed risk allocation for the proposed projects. The state requested a joint technical review of five priority projects, the appointment of focal persons and introductions to relevant German companies and training institutions.

Onyima also proposed a virtual investment roundtable involving German representatives and Governor Peter Mbah. He requested a meeting between the German Ambassador and the governor, potentially followed by visits to proposed project sites.

The engagements are expected to support project evaluation, investor matching, due diligence and discussions on implementation. Enugu’s development agenda has also featured infrastructure and community projects, as outlined in the report on Peter Mbah’s 10,000 achievements.

Enugu Targets German Investment in Cashew Processing

Agriculture and agro-processing featured prominently during the discussions, particularly a proposed cashew agricultural park. The project aims to connect Enugu’s agricultural production with German and wider European markets.

German companies could potentially participate in processing, distribution and other parts of the cashew value chain. Such involvement would depend on further assessments and the identification of suitable commercial partners.

The German Embassy indicated that it would consult the Deutsche Gesellschaft für Internationale Zusammenarbeit, known as GIZ, about its existing development activities in Enugu. It would also explore possible support for the proposed cashew initiative.

The proposal could create opportunities to improve processing capacity, strengthen agricultural value chains and expand access to international markets. Enugu’s wider agricultural ambitions also include the planned 50,000-hectare agro-mechanisation project.

However, the cashew project still requires technical and commercial assessments to establish its viability. Potential investors would also need to evaluate production capacity, processing requirements and market opportunities.

The proposed gas-fired power plant was another priority presented to the German delegation. Enugu is seeking potential German participation in industrial energy infrastructure.

Before the project can attract investment, it will require a bankable feasibility study, confirmed gas suppliers and prospective customers. The project will also need clear financing arrangements and appropriate regulatory and commercial structures.

These requirements would help establish the plant’s technical and financial viability. The delegation did not announce any secured investment commitment for the proposed facility.

Enugu Explores German Technology for Solid Minerals

Enugu’s coal deposits and other solid mineral resources also featured in the discussions. Both sides considered opportunities for technical cooperation in mineral assessment and potential industrial applications.

The German Embassy offered to share contact details for GeoScan, described during the meeting as a German company operating in Nigeria. The company was presented as having experience in mineral-resource mapping using satellite-based and other advanced technologies.

Such expertise could help improve mineral assessments and provide data for determining the commercial potential of deposits. The discussions also considered possible uses for coal beyond electricity generation, including steel production and chemical manufacturing.

However, these applications would require further assessment of environmental impacts, extraction requirements, infrastructure and market demand. Enugu would need reliable technical and commercial information before advancing specific proposals to investors.

Enugu also presented opportunities in its proposed Global Capacity Centre, technology village, data centre and fibre-optic infrastructure projects. The state hopes to attract German companies with expertise in digital infrastructure and communications technology.

During the meeting, the Embassy disclosed that it was considering a visit to Nigeria by a German ICT business delegation comprising approximately 10 to 12 companies. The visit could take place in March or April 2027, although the schedule remains subject to confirmation.

Enugu could be included in the delegation’s itinerary if the plans proceed. A visit would give interested companies an opportunity to assess the state’s technology infrastructure and proposed data centre requirements.

The engagement could also support discussions on connectivity, technology investment and partnerships with local institutions. Enugu’s economic development plans have featured other initiatives, including the South-East agro-development programme involving Mbah and SEDC.

Enugu Seeks German Support for Smart Schools

The state’s Smart Schools initiative, which covers approximately 260 schools, was another priority presented to the Embassy. The programme seeks to expand digital education and technical skills across Enugu.

Proposed areas of emphasis include mechatronics, electrical installation, computer science, artificial intelligence and other technical disciplines. The state is exploring possible German support for equipment, training and educational partnerships.

The Embassy identified GIZ as a potential partner because of its work in technical and vocational education, skills development and cooperation between training institutions and industry. The discussions also examined Germany’s dual vocational training model, which combines classroom instruction with practical workplace experience.

Enugu could draw on this approach to strengthen technical education and align students’ skills with employers’ needs. Possible areas of cooperation include curriculum development, digital learning facilities, technical equipment and workplace placements.

The initiative could also create opportunities for partnerships between schools and businesses. The proposed cooperation, however, remains subject to further discussions and the identification of suitable partners.

Waste-to-Energy Proposal Requires Technical Assessment

Waste management and waste-to-energy technology also featured among the areas identified for potential German investment. The proposal could provide an opportunity to explore technology-based solutions for managing waste and converting suitable waste streams into energy.

However, the state would need reliable data on waste volumes and composition before selecting an appropriate technology. Technical, environmental and financial assessments would also be necessary to determine whether the project could operate on a commercially viable basis.

The proposed joint technical review is expected to help assess the priority projects and identify potential channels for cooperation and financing. No final investment agreement was announced in the statement.

Enugu Plans High-Level Meeting With German Ambassador

Onyima proposed several steps to advance the Enugu-Germany Investment Corridor. These include appointing focal persons, reviewing priority projects and connecting the state with relevant German investors and technical institutions.

He also proposed a virtual investment roundtable involving German representatives and Governor Mbah. A subsequent meeting with the German Ambassador could include visits to proposed project sites across Enugu.

The proposed engagements would help move discussions from initial diplomatic contacts towards technical assessments, investor matching and due diligence. Any eventual investment would depend on investor interest, financing arrangements and commercially viable project structures.

The initiative comes amid other state development activities, including efforts to sustain Enugu’s development gains and expand grassroots projects. Related reports have also covered community development assessments conducted by CSDA and infrastructure projects highlighted during a tour by the Guild of Editors.

Other areas of potential cooperation include vocational training and employment opportunities. The state has previously highlighted its focus on jobs and skills, as discussed in the report on how FG jobs could become accessible without connections.

Enugu’s investment strategy also intersects with private-sector development and regional economic planning. The NACCIMA report on Enugu’s security and economic ambition provides further context on the state’s wider economic goals.

Other reports on local development include Igbo-Eze South’s recognition of grassroots development and Ohuani, Idodo and Oruku stakeholders’ response to the state’s development agenda.

The Enugu delegation included Professor Uchenna Uwaleke, professional consultant; Nwachukwu Nonso Kingsley, technical assistant; Queeneth Gabriel, secretary; and Adeola Adesanya Olusola, official photographer.

Queeneth Gabriel issued the statement on behalf of the Office of the Special Adviser to the Governor of Enugu State on Investment Strategy and Public Relations in Abuja, the Federal Capital Territory.

The proposed Enugu-Germany Investment Corridor remains at the discussion and project-review stage. Further technical assessments, investor engagement and due diligence will determine whether the proposals progress to formal investment agreements.
