The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) seeks Chinese investment to strengthen Nigeria’s oil and gas sector.
The Commission wants to attract more investors and increase revenue going into the Federation Account.
As part of the plan, RMAFC has started discussions with key stakeholders. The Commission also plans to hold an Oil and Gas Investment Summit in China.
RMAFC expects to hold the summit towards the end of November 2026. The event will showcase investment opportunities across Nigeria’s oil and gas industry to potential Chinese investors.
The Commission’s Head of Information and Public Relations Unit, Maryam Yusuf, disclosed the plan in a statement.
RMAFC Chairman of the Investment Monitoring Committee and Federal Commissioner representing Anambra State, Dr Ekene Enefe, also spoke about the initiative during a stakeholder meeting in Abuja.
Enefe said RMAFC seeks Chinese investment as part of its broader strategy to attract capital into the sector. He added that the move could help Nigeria expand its revenue base.

RMAFC Explains Its Investment Monitoring Role

Enefe explained that the Investment Monitoring Committee serves as one of RMAFC’s constitutional committees.
The committee monitors Federal Government investments in the oil and gas sector. It also works to ensure that Nigeria receives the revenues and other financial benefits due to the Federation.
According to Enefe, the committee has recorded progress in monitoring activities across the sector.
Its work has included efforts to recover outstanding revenues from oil companies. The committee has also enforced penalties against companies that failed to meet their obligations.
These obligations include provisions under the Petroleum Industry Act (PIA), particularly those relating to gas flaring.
RMAFC seeks Chinese investment because the Commission sees major opportunities in Nigeria’s gas industry. Enefe said the country needs more investors across both the upstream and downstream segments.
He said the Commission examined the opportunities available in the gas sector. It then decided to support efforts to bring more investors into the industry.
“We looked at the opportunities in the gas sector of the economy and felt that we need to intervene, especially in bringing investors to the sector, both upstream and downstream,” Enefe said.
Nigeria’s oil and gas industry remains central to the country’s economy and government revenue. At the same time, other sectors and government agencies continue to attract public attention. RMAFC Engages Government Agencies
Enefe disclosed that RMAFC has opened discussions with the Federal Ministry of Industry, Trade and Investment.
The Commission has also engaged the Nigerian Investment Promotion Commission (NIPC). Both agencies will explore ways to attract more investors into Nigeria’s oil and gas sector.
RMAFC has also informed the Presidency about the proposed summit.
The Commission continues to consult other government agencies as it prepares for the event. These discussions aim to ensure proper coordination and a successful summit in China.

The Minister of State for Petroleum Resources (Gas), Rt. Hon. Ekperikpe Ekpo, expressed the ministry’s support for the proposed initiative.
Ekpo stressed the importance of presenting Nigeria’s investment opportunities clearly to potential investors.
He said Nigeria must effectively communicate the opportunities available across its oil and gas industry.
The minister also highlighted the importance of implementing Presidential Executive Orders and the provisions of the Petroleum Industry Act.
He called for stronger coordination among government institutions responsible for implementing the policies.
